What to do when an off leash dog barks/runs towards my dog and I?

THE QUESTION

So far this has happened to me twice. I’m not very happy with how my so many people in my neighborhood apparently take care of their dogs but I can’t help that. I may have to limit taking my dog on walks around my neighborhood but I figured I’d ask anyway when a dog out of no where comes running up to us how should I handle the situation? My dog kinda freezes, walks a little then stops and stares. Not sure if it’s a good idea to pull him away in this situation? I don’t want him to then aggressive over these scenarios.But obviously I don’t want him to be any closer to the dog running up to us
