Chase New Card Offer on Rakuten (100k UR SUB + 30k MR Offer)… Is this as easy as it seems??

I just found this under the “New” section on Rakuten. I don’t see anything abnormal under T&C. Simply sign up and get the card. It’s only for the following 3 select cards: CSP; CIBU: $300 or 30k MR CFU: $150 or 15k MR My only concern when I start to go through the steps and it takes you to the offer page, whether you select “Sign In” or “Guest”, it opens a new window. (And when looking at my Rakuten extension, it no longer shows as any offer on that page). How does this work?
